A competitive market economy and rapid growth and development in the drug and pharmaceutical sectors, particularly those dealing with Biotechnological products, necessitates detailed studies for collection of a variety of data within a short period of time for submission to FDA for an IND for clinical trials to go to the market first.

Although large Industrial houses and Pharmaceutical Industries have their own R & D divisions to generate those data, many medium scales and a large number of small scale Industries do not have such facilities. They cannot maintain such costly equipment, and bear the cost of a large number of trained technicians, including a huge overhead expenditure. Furthermore, since the PBL is associated with an active academic research organization many state-of-the-art models are available that are not available at many CROs.
